Responsibilities:

Summary of Position:

  • Lead Instrument and Electrical Engineer at the Celanese Bay City site, supporting a world scale VAM Unit and Shipping department that employs truck, rail and barge shipping services.
  • Specify all new Instruments for the plant, including control valves, level devices, flow meters, temperature devices, as well as all types of analyzers (GC’s, IR’s, Paramagnetic O2, etc.)
  • Specify all new electrical infrastructure including substations, motor control centers, etc.
  • Manage upgrades of all existing Instrument and electrical systems.
  • Work hand in hand with the existing site control engineer on process control and advanced process control systems.
  • Responsible for all phases of managing Instrument and Electrical projects, from conception to project closure.
  • Provides technical and engineering support on both Electrical and Instrument Reliability issues. 

Summary of Major Activities:

  • Writes specifications for new instruments and electrical equipment, evaluates vendor’s bids, and selects equipment.
  • Oversees the purchases of these devices to ensure delivery, specification compliance and cost and forecast control.
  • Provides engineering consulting services to the site on all instrument and electrical activities. Reviews new project feasibility and provides innovative use of technology.
  • Provides project management of instrument and electrical focused capital and expense projects ($0M - $5M) for Celanese Bay City Facility.
  • Provides project management, technical engineering design, costs, plans, and/or specifications for construction of new hardware installations and reconditioning or altering of existing systems and equipment.
  • Defines final project scope, determines best engineering solution, estimates cost, develops funding requests, and manages spending throughout life of project.
  • Based on project requirements, communicates team membership needs to Site supervision to execute the project. Provides timing and direction to this team in order to achieve cost and timing of project.
  • Responsible for controlling costs, forecasting spending and reporting schedules to Site supervision.
  • Provides detailed engineering design for plant additions and modifications via contract design group.
  • Coordinates/manages contract in-house or off-site engineering and design efforts during engineering, design and drafting phases of project life.
  • Participates in project Safety Reviews (MSR’s), Management of Change (MOC) process, Pre-Startup Safety Reviews (PSSR) and other hand-over activities. Assists in start-up, SOP development and training as required.
  • Responsible for ensuring all engineering, maintenance and operational documentation is filed and available at time of startup. Manages updates to site electronic file systems, spare parts selection and stocking efforts.
  • Oversees and manages construction activities related to projects. Checks for compliance with approved specifications and designs. Performs appropriate construction checkout and readiness reviews before PSSR.

 

Qualifications:

  • Ability to work in and foster a strong team environment with minimal supervision
  • Strong communication skills, both verbal and written
  • Self-motivated with ability to originate and adapt to new ideas
  • Able to handle multiple activities simultaneously
  • Able to plan and organize projects from inception to start up
  • Knowledge of various instruments and low voltage electrical equipment used in industrial settings for process measurement/monitoring and control, including DCS, sensors, transmitters, control valves, motor controls
  • Experience with Emerson, Delta V, Triconex, and Fisher products is a plus
  • Experience with SAP or CMMS programs
  • Familiarity with relevant industry standards and codes, such as API, ISA, & NFPA
  • Knowledge of Safety Instrumented System (SIS) management is a plus
  • Problem Solving skills: Strong analytical and problem-solving skills. Demonstrated history of supporting troubleshooting of electrical and instrumentation issues is a plus
  • Communication and collaboration with cross-functional teams, including operations, maintenance, and engineering. Clearly communicate technical information to non-technical stakeholders.
  • Safety: Commitment to safety and following applicable regulations and standards. Knowledge of electrical codes, hazards, lockout/tagout procedures, and other safety protocols is a plus
  • Continuous improvement mindset: Willingness to continuously learn and improve. Proactively identifying opportunities for system optimization, cost reduction, and reliability enhancement.

Required Knowledge/Skills/Abilities:

  • BS Engineering – Electrical Engineering or equivalent
  • Good communication skills, teamwork skills, meeting facilitation skills
  • General knowledge of project management tools
  • Ability to understand applicable specifications and standards.
